More broadly, about 11% of Americans employed in the civilian workforce held management positions on average between 2017 and 2021, based on a U.S. News analysis of data from the Census Bureau’s American Community Survey. Yet that rate varied among racial and ethnic groups: While more than 12.5% of white workers were in management, for instance, only about 7% of Hispanics, 7% of Black workers and 8% of Native Hawaiians or other Pacific Islanders were considered managers.

Breaking down the data further shows how gaps between racial and ethnic groups can persist and vary at the state level. As part of the Racial Equality in America project, for assessable racial and ethnic groups in a state, U.S. News compared the share of workers who held management positions to the share of workers who held management positions across the state’s overall population, calculating the average disparity between the two categories. States were ranked based on the size of their disparity, with higher values resulting in a worse ranking for racial equality in management positions. Disparities in management positions are reflected as an average absolute percentage-point difference.
As an example, people in both Rhode Island and Kentucky had similar shares of the workforce in management positions overall, at about 9.9% and 9.5%, respectively. But in Rhode Island, only about 4.5% of Hispanic and 6.8% of multiracial workers in the state were managers, indicating a higher level of disparity given the gaps between each rate and the state’s rate overall. In Kentucky, assessable racial and ethnic groups held management positions at rates closer to the state’s overall rate on average, amounting to a lower level of disparity.
